Scholarships offered by the Ministry of Education and Research

1 General information

The Ministry of Education and Research (MER) grants scholarships to EU third countries students (except Moldovan citizens, Romanian foreign nationals and Romanian citizens residing abroad) enrolled in fee-paying places, in accredited higher education institution (in accordance with the provisions of Law no. 1/2010 ), with outstanding professional and scientific results.

The scholarships are granted through the Romanian universities that will submit to the General Direction of International Relations and European Affairs (DGRIAE) within the Ministry of Education and Research (MER) a completed file which contains:

  • Maximum 6 application files/university;

  • Official address, signed by the rector of the university;

  • Centralizer that contains the ranking of candidates, in descending order of averages.

2 Application procedure

The senates of accredited higher education institutions will establish the criteria on the basis of which the nominations are formulated and will bring them to the attention of potential candidates by posting them on the official website of each higher education institution.

The nominal list of nominations will be approved by the Senate of the accredited higher education institution and will be posted on the official website.

The nominal list and the files of the candidates will be submitted to MEN - DGRIAE, until November.

3 Conditions of participation

Students, foreign nationals (except those in a final year) who have completed at least one year of studies (except the preparatory year) in a state-accredited higher education institution in Romania and have obtained the average can apply. minimum 8.00 and foreign national graduates of accredited state universities who obtained an overall average of at least 8.00.

4 Documents required for the application

The admission file must contain:

  • The school situation for each year of study (except the preparatory year), for candidates who request the continuation of undergraduate studies;

  • Copy of the bachelor's degree and the diploma supplement (transcript) or, a certificate showing the school situation for all years of study and the results obtained at the bachelor's exam (for 2016 graduates), for candidates requesting the continuation of master's degree studies , doctorate or postgraduate studies of residency, specialization (medical field), as appropriate;

  • Curriculum vitae, list of scientific papers, specialized publications, papers, recommendations from at least two university teachers or specialists in the field - for candidates for doctoral studies;

  • Legalized copy of the birth certificate;

  • Copy of passport;

  • Copy of the residence permit in Romania.

5 Selection of candidates

  • Scholarships are awarded in descending order of the candidates' averages, selecting the first applications from each university, within the number of grants available and taking into account a balanced distribution by universities and, within them, by fields of study.

  • If two candidates have the same average, the tie will be made according to the study cycle, the priority being, in order, the candidate from the doctoral, master's and, finally, bachelor's degree cycle.

  • A candidate declared admitted can benefit from funding from the budget for a single cycle of studies, a second study program can be followed only in foreign currency with a fee.

6 Requirements for keeping the scholarship

The beneficiary of a study grant which, at the end of the academic year, does not achieve the number of 60 credits, loses the quality of scholarship holder of the Romanian state. Otherwise, further studies can be done for a fee in foreign currency.

7Rights and obligations

The beneficiaries of the scholarships are provided with the following facilities:

  • Exemption from the payment of registration fees, processing of the file, for testing the Romanian language skills, for supporting the contest for admission to the doctorate and for the specific aptitude tests;

  • Financing the tuition expenses for the preparatory year of the Romanian language;

  • Financing the tuition costs for the actual studies, but not more than the duration of a university cycle, corresponding to the study program followed;

  • Granting a monthly scholarship, for the students enrolled in the preparatory year of the Romanian language;

  • Granting a monthly scholarship, for students enrolled in undergraduate, master, doctoral studies, respectively in post-university education, including in the health field, but no longer than the duration of a school / university cycle;

  • Financing the accommodation expenses in the student dormitories, through the MER budget, within the limit of the allocated grant;

  • Medical assistance in case of medical-surgical emergencies and diseases with potential endemoepidemic, in accordance with the national legislation in force;

  • Local, surface, naval and underground transport, as well as internal car, rail and naval transport, under the same conditions as Romanian students, according to the legal provisions.

These facilities are granted throughout the study period, as follows:

  • For the students enrolled in the preparatory year of the Romanian language, during its course;

  • For students enrolled in undergraduate and master's studies, during the academic year and during legal vacations, but is not granted during the summer vacation. If the students are detained at the faculty during the summer vacation for curricular activities or if there are specific legal provisions, the rights are maintained during the summer vacation;

  • For doctoral students enrolled in the form of frequent education, throughout the calendar year;

  • 30 more days after the completion of university studies or post-university education with a duration of at least 1 year.

Language of study: In order to promote the Romanian language and culture among foreign citizens, the beneficiaries of scholarships granted by the Romanian state should study only in the Romanian language. The candidates who do not know Romanian are offered one supplementary preparatory year to study the language.
